Chapter I General Provisions

Article 1 in order to strengthen the safety management of hazardous chemicals, standardize the registration of hazardous chemicals, and provide technical and information support for the prevention and emergency rescue of hazardous chemical accidents, these measures are formulated in accordance with the regulations on the safety management of hazardous chemicals

the work safety supervision and administration departments of the local people's governments at or above the county level are responsible for the supervision and administration of the registration of hazardous chemicals in their respective administrative areas

the work safety supervision and administration departments of the people's governments of provinces, autonomous regions and municipalities directly under the central government have set up dangerous chemicals registration offices or dangerous chemicals. Brooks has created a polyurethane medium base chemicals registration center (hereinafter referred to as the registration office) to undertake the specific work and technical management of dangerous chemicals registration in their administrative areas

(I) organize, coordinate and guide the registration of hazardous chemicals nationwide

(II) be responsible for the review of the registration contents of hazardous chemicals nationwide, and the issuance and management of the registration certificate of hazardous chemicals

(III) be responsible for the management and maintenance, and check whether the piston travel limit switch works by referring to the ruler on the main column to protect the national hazardous chemicals registration information management system (hereinafter referred to as the registration system) and the dynamic statistical analysis of hazardous chemicals registration information

(IV) be responsible for the management and maintenance of national emergency consultation for hazardous chemical accidents, and provide 24-hour emergency consultation services

(V) organize the risk assessment of chemicals and uniformly classify the risks of unclassified chemicals

(VI) provide business guidance to the registration office and be responsible for the training of hazardous chemicals registration personnel in the national registration office

(VII) regularly notify the relevant departments of the State Council of the registration of hazardous chemicals and make public announcements to the public

(I) organize the registration of hazardous chemicals within its administrative region

(II) review the standardization and content consistency of the application materials of registered enterprises

(III) be responsible for the statistical analysis of the registration information of hazardous chemicals within the administrative region

(IV) provide information support for the prevention and emergency rescue of hazardous chemical accidents

(V) assist the work safety supervision and administration department in the administrative region to carry out registration training, and guide the registration enterprises to implement the registration of hazardous chemicals

Article 8 the staff of the registration center and the registration office (hereinafter referred to as the registration authority) engaged in the registration of hazardous chemicals (hereinafter referred to as the registration personnel) shall have a college degree or above in chemical engineering, chemistry, safety engineering and other related majors, and shall not take up their Posts until they have received unified business training and obtained the training certificate

Article 9 the registration office shall meet the following conditions:

(1) there are more than 3 registrants

(2) there are strict systems, confidentiality systems, file management systems and database maintenance systems

(III) provide necessary office equipment and facilities

Chapter III time, content and procedure of registration

Article 10 newly established production enterprises shall handle the registration of hazardous chemicals before the completion acceptance

the import enterprise shall handle the registration of hazardous chemicals before the first import

if an import enterprise imports the same kind of hazardous chemicals from different manufacturers, it shall register the hazardous chemicals imported from the manufacturer for the first time, but it shall submit the relevant information of hazardous chemicals from other manufacturers

if a production enterprise or import enterprise imports the same kind of hazardous chemicals from the same manufacturer for many times, it will only be registered once

Article 12 the registration of hazardous chemicals should include the following contents:

(I) at present, the degradable artificial lacrimal duct and label information are the most studied, including the hazard category, pictogram, warning words, hazard description, prevention description, etc. of hazardous chemicals

(II) physical and chemical properties, including the appearance and properties, solubility, melting point, boiling point and other physical properties of hazardous chemicals, flash point, explosion limit, spontaneous combustion temperature, decomposition temperature and other chemical properties

(3) main uses, including the legitimate uses, prohibited or restricted uses of the products recommended by the enterprise

(IV) hazardous characteristics, including physical hazards, environmental hazards and toxicological characteristics of hazardous chemicals

(V) safety requirements for storage, use and transportation, among which, the safety requirements for storage include the requirements for building conditions, warehouse conditions, safety conditions, environmental health conditions, temperature and humidity conditions, the safety requirements for use include the operating conditions during use, protective measures for operators, hazard control measures on the use site, etc., and the safety requirements for transportation include the requirements for transportation or transportation methods Transmission means of hazard information to relevant transportation personnel, safety measures during loading, unloading and transportation, etc

(VI) emergency response measures in case of dangerous situations, including emergency treatment methods and emergency consulting services in case of fire, explosion, leakage, poisoning, asphyxiation, burns and other chemical accidents of dangerous chemicals during production, use, storage and transportation

Article 13 the registration of hazardous chemicals shall be handled according to the following procedures:

(1) the registration enterprise applies through the registration system

(2) the registration office shall conduct a preliminary examination of the application submitted by the registered enterprise within 3 working days. If the application meets the conditions, it shall notify the registered enterprise to go through the registration procedures through the registration system

(III) after receiving the notice from the registration office, the registration enterprise shall truthfully fill in the registration contents in the registration system according to the relevant requirements, and submit the relevant paper registration materials to the registration office

(4) the registration office shall review the registration materials and registration contents item by item within 20 working days from the date of receiving the registration materials of the registered enterprise, and may conduct on-site verification if necessary. If the requirements are met, the registration materials shall be submitted to the registration center; If it does not meet the requirements, it shall inform the registered enterprise through the registration system and explain the reasons

(V) the registration center shall review the registration materials and registration contents within 15 working days from the date of receiving the registration materials submitted by the registration office. If it meets the requirements, it shall issue the registration certificate of hazardous chemicals to the registration enterprise through the registration office; If it does not meet the requirements, it shall inform the registration office and the registration enterprise through the registration system and explain the reasons

the time required for a registered enterprise to modify its registration materials and rectify problems is not counted in the period specified in the preceding paragraph

Article 14 when handling the registration of hazardous chemicals, the registration enterprise shall submit the following materials and be responsible for the authenticity of their contents:

(1) the registration form of hazardous chemicals is in duplicate

(2) a copy of the industrial and commercial business license of the production enterprise, the registration form of foreign trade operators of the import enterprise, the qualification certificate of the people's Republic of China for import and export enterprises, the approval certificate of the people's Republic of China for foreign-invested enterprises or the approval certificate of Taiwan, Hong Kong, Macao and overseas Chinese invested enterprises

(3) one copy of the chemical safety technical specification and chemical safety label that are consistent with the dangerous chemicals produced and imported and meet the national standards

(4) a copy of the emergency consulting service number or emergency consulting service authorization letter that meets the provisions of Article 22 of these measures

(V) product standards of hazardous chemicals for registration (if national standards or industrial standards are adopted, the adopted standard number shall be provided)

Article 15 within the validity period of the registration certificate of hazardous chemicals, if the registered enterprise changes its name, registered address, registered varieties, emergency consulting services, or finds that the hazardous chemicals it produces or imports have new dangerous characteristics, it shall submit an application for change to the registration office within 15 working days, which is mainly used for plastic packaging composite films, And handle the registration content change procedures according to the following procedures:

(I) fill in the application form for registration change of hazardous chemicals through the registration system, and submit a copy of supporting materials related to the change to the registration office

(2) the registration office preliminarily examines the registration change application of the registered enterprise. If it meets the conditions, it will notify the registered enterprise to submit the changed registration materials, and review the registration materials. If it meets the requirements, it will be submitted to the registration center; If it does not meet the requirements, it shall inform the registered enterprise through the registration system and explain the reasons

(III) the registration center reviews the registration materials submitted by the registration office. If they meet the requirements and belong to the items specified in the hazardous chemicals registration certificate, the registration office will issue the hazardous chemicals registration certificate after registration change to the registration enterprise and take back the original certificate; If it meets the requirements but does not belong to the items specified in the hazardous chemicals registration certificate, it shall provide written certificates to the registered enterprise through the registration office

Article 16 the registration certificate of hazardous chemicals is valid for 3 years. After the expiration of the registration certificate, if the registered enterprise continues to engage in the production or import of hazardous chemicals, it shall submit an application for review and renewal of the certificate 3 months before the expiration of the registration certificate, and handle the review and renewal of the certificate according to the following procedures:

(1) fill in the application form for review and renewal of hazardous chemicals through the registration system

(2) the registration office reviews the application for reexamination and certificate replacement of the registered enterprise. If it meets the conditions, it will inform the registered enterprise to submit the registration materials specified in Article 14 of these provisions through the registration system; If it does not meet the conditions, it shall inform the registered enterprise through the registration system and explain the reasons

(III) go through the procedures for review and renewal of certificates in accordance with the procedures specified in Items 3, 4 and 5 of paragraph 1 of Article 13 of these measures

Article 17 the registration certificate of hazardous chemicals is divided into an original and a copy. The original is hanging and the copy is folding. The original and duplicate have the same legal effect
